The Producer is the person or company who owns and offers the service, in this case payroll processing services. The Producer will give the Publisher some training classes so they may learn what service is being offered to the client. The Publisher will have free items (such as labor law posters) that they can hand out to potential clients. The Producer will pay the Publisher a commission on a monthly basis based upon a table and terms and conditions (outlined below). The Producer will not charge the Publisher any fees to refer their services. The Producer will do their best to sign up the clients that were referred by the Publisher.
